Our area of intervention in West Africa

It is made up of the following countries:
Benin, Burkina Faso, Cape Verde, Ivory Coast, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, Togo and in extension Mauritania.
These countries constitute a common market of around 300 million consumers: ECOWAS (Economic Communities of West African States), which records an annual growth rate of around 4.5% including Senegal, by its stability, is one of the springboards on to enter this market.

Senegal imports

Senegalese imports up 8%
Cumulative imports in 2019 stood at XOF 4,229 billion (EUR 6,447 million) against XOF 3,916 billion (EUR 5,969 million) for 2018, an increase of 8%. The main imported products are petroleum products (crude oils and other products) down 9% and reaching XOF 733 billion (EUR 1,227 million), "other machinery and equipment" to XOF 427 billion (EUR 650 million) up 40 % and rice which has experienced a slight decrease of -1% with 207 billion XOF (315 MEUR).

The categories "household articles, metal hygiene" at 9 billion XOF (14 MEUR), "other land vehicles" at 199 billion XOF (303 MEUR) and "engines and motor machinery" at 53 billion XOF (81 MEUR), experienced a fine development at + 157%, + 87% and + 74%. Among the sharp declines observed, the import of "tea" fell by 56% and "raw and manufactured tobacco" by 42%.

France dominates the Senegalese market with 18.8% market share, followed by China at 11.8% and Nigeria at 5.8%. While imports from Nigeria (-38%), Italy (-24%) and Ukraine (-18%) fell sharply, Denmark and the United Kingdom show the strongest increases with respectively + 520% and + 51% in 2019.

Senegal exports

Senegalese exports increase by 19%, thanks to the good results of mining activity and the increase in peanut exports
In 2019, Senegalese exports amounted to XOF 1 985 billion (EUR 3,026 million), an increase of nearly 19%, compared to 2018. The good growth is mainly due to the items: "non-monetary gold" at 375 Billion XOF (572 MEUR) in 2019, against 313 billion XOF (477 MEUR) the previous year, an increase of 20%; “Phosphoric acid” which grew by 4%, reaching 195 billion XOF (297 million EUR) in 2019; “Fresh sea fish” which rose from 169 billion XOF (258 MEUR) to 194 billion XOF (296 MEUR), ie + 15%; “Unroasted peanuts” which increased by 182%, going from 39 billion XOF (59 MEUR) to 111 billion XOF (169 MEUR). The export of "cigarettes" is steadily declining, reaching -13% in 2019 and "hydraulic cement" is -10%.

Senegalese exports remain dominated by raw materials which represent more than 48% of the total value, an increase of 2 percentage points compared to 2018. Non-monetary gold is equivalent to 40% of raw material exports.

Switzerland retains its position as Senegal’s first customer, accounting for 21.5% of total Senegalese exports (gold purchases). India and Mali come in 2nd and 3rd position with respectively 211 billion XOF, or 322 MEUR (+ 26%), and 205 billion XOF, or 312 MEUR (+ 7%). Exports to China, down -19% in 2018, experienced a considerable rise of 153% reaching 161 billion XOF (245 MEUR) and placing the country in 4th position. This performance to China is linked to sales of peanut seeds. Exports to the United Arab Emirates are down 5% and those to the United States, South Korea and Belgium-Luxembourg are up respectively by + 115%, + 56% and + 68%.

France loses one place in the ranking and ranks 10th among Senegalese customers, at XOF 47 billion (EUR 71 million), an increase however of 5%.

POLITICAL AND ECONOMIC SITUATION OF SENEGAL

Political situation
Senegal is one of the most stable countries in Africa. It is one of the few countries on the continent to have never experienced a coup. Since its independence in 1960, it has experienced three major political alternations, all peaceful and the institutions there are very solid and democratic. Senegal has undertaken major reforms to liberalize its economy, ensure better transparency, secure investments and thus ensure its development under better conditions.

Economic situation
The Emerging Senegal Plan (PSE) is a ten-year strategy for the period 2014-2023, backed by a vision, that of an emerging Senegal by 2035 through three strategic axes which are the structural transformation of the economy and growth, human capital, social protection and sustainable development and governance, institutions, peace and security. The PSE is supported by a Priority Action Plan (PAP), itself split into two phases. Phase 1 (2014-2018) made it possible to record satisfactory results in all sectors and this phase 2 (2019-2023) is a continuation but with stronger involvement of the private sector.
According to the World Bank, between 2014 and 2018, Senegal recorded one of the strongest economic growth in Africa, still exceeding 6% per year. Real GDP growth stood at 5.3% in 2019, up from 6.3% in 2017. It is mainly driven by the service sector, while, on the demand side, the main drivers of growth are investments (+ 12.5%) and exports (+ 7.2%).
Since early 2020, the coronavirus pandemic (COVID-19) has significantly changed the country's economic outlook. In 2020, growth slowed sharply, falling to an estimated level of 1.3%, with services (such as tourism and transport) and exports being particularly affected. However, the government of Senegal quickly initiated resilient action plans for an effective resumption of its pre-pandemic growth dynamic. 

SENEGAL

Senegal is one of the most developed countries in the French-speaking part of Africa with good infrastructure and a relatively diversified industrial base.
In the hydrocarbon sector in Africa, Senegal is one of the emerging nations. In recent years, the gas discoveries which have multiplied in its territory have prepared it for the fate of a major exporter. From 2014 to 2016, significant amounts of oil and gas were discovered in Senegal. In July 2017, the Scottish oil company Cairn Energy announced that it had found "a large deposit of black gold in the FAN South-1 well". The Grand Tortue / Ahmeyim gas field, discovered in January 2016, is considered the largest deposit in West Africa with reserves estimated at 450 billion m3. It straddles the Senegalese-Mauritanian border. These natural resources could drive a decisive progress of the country.

Incentives for foreign companies:

In 2004, the State of Senegal adopted the investment code (law n ° 2004-06 of February 6, 2004) in order to encourage investments by foreign companies in the country in strategic areas of development. The areas listed in the Code are: agriculture, fisheries, animal husbandry, storage of plant products, animal products, production and processing, extraction and processing of minerals, development of tourism and the hotel industry, the cultural industry (books, cinema, documentation centers, centers for the production of video and audio content), health care, education and training services, installation and maintenance of industrial machinery, television services, air and sea transport, establishment of port, airport and rail facilities, construction of commercial complexes,
industrial parks, tourist areas, online communities and craft centers. 
The Code reliably protects against nationalization and expropriation by the state and guarantees the free export of capital and profits to both Senegalese and foreigners. In many articles, this Code treats Senegalese companies and citizens equally as well as foreign companies and citizens, recognizes their equal rights and offers them the same opportunities to participate in public procurement.
